It just means it sells "as is". It might of been an exhaust that somebody had for a short amount of time and ended up returning it. The pictures you see are what you get.

Hey my apologies, ECStuning doesn't offer free shipping with this particular scratch and dent item. Shipping will bring the total over $1000. Still a little cheaper than buying it brand new.

Honestly, if $ is the main concern, I'd venture the PE mod.
I don't think it is necessarily the same exact sound, but I can imagine it is very close.
