It just means it sells "as is". It might of been an exhaust that somebody had for a short amount of time and ended up returning it. The pictures you see are what you get.

Yeah if you don't think it's worth the price then I would just wait for a used one here on the forums. That's what I did and got one for $650 shipped.

Honestly, if $ is the main concern, I'd venture the PE mod.
I don't think it is necessarily the same exact sound, but I can imagine it is very close.
