I've never had that happen, with my personal weapons or in the military (infantry). What you need to do is remove the foot plate of the magazine, take the spring out and stretch it. Then put it back in the magazine. It loses tension over time from being fully compressed when loaded with rounds. If you don't stretch the spring, you'll also experience mis-feeds, double-feeds and other stoppages.

The pistol was issue, so the armorer gave me a new mag.....

That may be so, but the repeated loading and unloading of a spring does far more wear than keeping it compressed for a long time. The main issue I always had with my m9 mags in Afghanistan was sand and grit getting in between the mag housing and the follower, causing the follower to stick.
