I know the upper part of the E91 rear bumper is wider than the E90 to accommodate for the hatch, but is there a difference in the lower section? Asking because I'm looking at adding a lower lip to my E91 rear bumper but can only find it listed for an E90.

The bumper skin itself is different, as is the rear lights.

The diffuser section is the same on the M-Sport. Can't comment whether that's the same for the standard bumper but it can't be that different if it is.

Just wondering if this lip would fit the wagon or if it would have to be modified? I'm going to eventually get the m-sport rear but considering this as a temp option.

The difference is at the top. The lower section is identical. So yes any lower skirt or lip will work on both the E90 and E91. I'll say to not spend a penny on a temporary solution. Do it once, paint once. Save a bit more and get yourself what you really want (M Sport).

The tops of the bumpers are different between an E90 and E91.

But there are people who have cut the bottom off the E90 M rear and attached it to the top of an E91.

But it may be just as easy to order something from Schmeidmann have it shipped.
