There is a leveling sensor which you will find on the passenger side front control arm. Jack the car up and check its not been knocked out of place after a pot hole or someting.

That is a common fault (there's also one on the rear suspension, obviously) but the arm being knocked off will not stop the headlights from cycling up and down at switch on. Halogen cars do this too to exercise the motors.

There is a fuse for the headlamp motors: if they're not moving at all that would be the first thing to check.

Fuse is certainly worth a check, any idea which fuse it is and where is the fuse box located, never had to look for it before in this car.

Fusebox is in the glovebox behind a flap. I don't know the fuse number (I no longer have an e92 to look) but the fuses are listed on the back of the flap.
