It's right near a Starbucks, yes. Not sure about a Barnes & Noble though. I don't know about the street racing either.

Tuner, Mid-Pike Plaza is only a little further down Rockville Pike from what you are thinking. It is on the corner of Old Georgetown Rd and Rockville Pike. There is a Toys-R-Us, Ballys Total Fitness, World Market, and Le Madeline restaurant in the plaza.
