help with steering spindle

I cannot get the upper spindle to slide all the way on to the lower spindle.

I took it apart to do my oil pan gasket.

Is there some procedure to get this done?

I am trying to connect 1 to 2.

Clean the splines and then lube it up. It should slide right on. Make sure the pinch bolt is taken out too..
