You apparently missed the whole thing about the bumpers being from alibaba. That is scamming. Selling a $300 bumper that fits like utter shit for $599 promotional price, $899 regular retail is being a scammer and a true asshole. On top of it all saying its not the bumper from alibaba, when he did a shit job covering that part up.

Filing more claims won't result in more delay for anyone else. If his account is frozen because of too many disputes, the instant he resolves them all, it will be unlocked. It doesn't take 10 days per dispute and it's not cumulative.
Basically if he resolves each dispute to the satisfaction of the customer, ie refund or bumper, account unlocked. It only takes forever to resolve if he chooses to argue and it gets escalated. ie, customer wants refund, he refuses to provide and has to send some sort of proof to Paypal that the terms of the sale don't provide for one. His account being frozen is only bad for him in that he can't access funds. That's the entire point of Paypal freezing it, if there is any fraudulent activity going on, they still have some funds for recovery. It will only delay people if he still owes money on the bumpers and can now no longer access it to get them shipped or something like that. But filing more claims definitely doesn't slow down the resolution process for anyone. Quote:

It may vary depending on the product, but I've ordered large rolls of vinyl off of Alibaba and had them shipped to the US. IIRC, the import duties were roughly 10%, maybe a little less.
