BMW will never offer "CIC Unlock". It's not possible without aftermarket modifications.
Plus they'd never call it CIC, most of people that own BMW have no clue what CIC is.

found out what this is. it's actually a Japanese reseller of dvdinmotion.com, and apparently they want you to cough up about 40k yen, which would be more than double the price of dvdmotion cd in euro. I'd say it's almost a con... feel bad for folks who don't have enough english skill to buy directly from dvdinmotion.com. right now when you google dvdinmotion in japan, it takes you straight to their site.

I digged up some more info. apparently they're in in exclusive deal, which means no matter what you do, if you're in japan and google for dvdinmotion, you can't get to their english site, only the price-jacked site.
