Removed from my 2007 in 2016 when I bought an M Sport perforated wheel. It's been in storage ever since. Comes with paddles. Does not come with trim, airbag, or steering wheel buttons.

From the wiring I'd say no (usually lines the bottom for heating wires to go into the wheel)
