Question Passenger side xenon flickering

Hello...

As title said my passenger side xenon started flickering, goes on and off.
And after i got error that low beam headlight is "down"

I read lots post about this and they said reason is bad bulb or ballast.
im pretty sure that in my case is ballast.

Is there any chance to change ballast without removing bumper?
I know there is 3 screws to remove this.
I can remove 2 of them from top but third one is problem

Any suddgestion?

Your better off taking the bumper off. You don't really need to Jack the car up just crank the wheels all the way. That third screw holds the ballast seal tight for moisture and stuff. I wouldn't even chance it with these lights getting moisture inside.
