E92 Power Steering Issue

I recently picked up a 2008 335xi, which was in need of a new steering rack. I replaced the rack and attempted to fill the system, but it would not take fluid. I then replaced the pump and reservoir, as well as the reservoir- to pump line. Still no luck. It will only take about 1 liter of fluid before the reservoir is full. No amount of turning the wheel or even running the pump will release any fluid into the rack. I can easily blow through the return side of the system. I can also blow compressed air through the high pressure line, although it does take a little bit of pressure. Is that normal? Any other ideas what my issue could be?
