My rear bumper is melted. Can I fix it?

I bought a 2011 328i a few months ago. There was one reported accident on the carfax. The only "damage" I see on the car is on the rear bumper. It looks like they backed into something hot?

Two questions

1) Would anyone have any idea what would cause damage like this? Just curious.
2) Can I DIY repair this?

Bump.

Anyone have any input here? Would I just be better off going into a body shop? Or is this DIYable?

Time for bumper upgrade?
If you have done body work before, and ok with "looks good from a distance" then why not, go ahead.

Looks like a new, primed rear bumper is only $200 shipped and swapping doesn't look too hard either.

I guess I would have to see how much to get it painted to match my color.
