Someone scraped my front bumper; go through insurance or OOP?

Came out to to my car and noticed I had a mean scrape across the front passenger fender and bumper. After my initial anger passed, I started to think about options.

I have comprehensive and collision issues ce through Geico, so I’m assuming they’d cover it with the deductible. I have a $1000 deductible (hindsight is always 20/20) so the logical part of me thinks to go through them since I believe it might be over $1000. So:

A: is it best to go through Geico? I have a local shop who I can get to easily, and they seem to have great reviews. I’m just nervous my rates would increase.

Or

B: pay out of pocket. The bumper seam where it meets the headlight is off, and just under the bumper meets the tire is easily moveable. The reflector popped out but I popped it back in. Also, I THINK I may have found the car who did it on my street but I obviously have no proof besides the picture below.

Any advice would be greatly appreciated!!!!!

If you were parked in a location where their front left could have swiped your front right, I'd go knock on their door and have a chat before doing anything else.

A former neighbor in a huge Ford Pickup with large tires scraped the bumper and wheel on my E46. We had assigned parking so he couldn’t deny it. His insurance had a check in my hand within days and I ended up upgrading to a ZHP bumper.
