Wastegate actuator arm loose?

I was adjusting my wastegate actuator arm earlier and noticed that it was alot of play in it. Holding onto the rod and just barely moving my hand I am able to move it back and forth and side to side and this is before actually getting to the point where you feel resistance from trying to open/close the wastegate... (If that makes sense)

Is this normal? =/
