^This. Many E9X chassis are under recall to replace the wiring between the blower motor and final stage unit. If yours is not part of the recall (you can look it up online via your VIN), then it is probably the entire final stage unit that has gone bad. This part is pretty cheap (about $60 for the Valeo one) and is an easy DIY for anyone with basic hand tools. Takes about 45min to replace and there are tutorials here on the forums.

If there's 12V to the blower and there's also a signal voltage then quickest way to test whether the blower motor itself is knackered is to remove it from the car and apply 12v directly to the motor, if it spins you know it's fine and your problem lies elsewhere, if it doesn't then you know it's time for a new blower motor

Yes the recall list!

If your car is on it and you have not had the "enhancement" done get yourself booked in at your local BMW dealer.

Once they have replaced the wiring free of charge and the fan does not work they will probably do the diagnosis for you because they will need to find out why it's not blowing.

Then it is a case of deciding whether you want them to sting you for the repair or get it fixed elsewhere once you know where the fault is.
