You'll need to remove the steering rack and reach it from the bottom.

I have removed the oxygen sensors a couple of times during the removal of the downpipes. You need to remove the bolts from the steering rack and move it around to allow access. There is also an aluminium cover below the steering box that needs to be removed. Once access is achieved, you need a short open ended spanner to undo the sensors. I made my own which may not be ideal but it works. It is easier when removing/installing the downpipes as once the front downpipe is removed, it is easier to get to the oxygen sensor on the rear downpipe.
