On my 9165b the right scroll when turned will navigate to the next or previous song. It doesn't seem to be able to be used to scroll through songs, albums or artists.
Now, it's possible the dial is programmable or responds differently depending on the app being used to play music. I will try to check that out and post here. But out of the box, it just responds like Prev/Next which is also duplicated on the steering wheel buttons.
Pushing the button selects the EQ presets (Rock, Classic, Pop, Custom, etc)

Scrolling is accomplished by swiping up or down in a list. And it is inertial - i.e., swiping faster results in a longer and faster scroll.

I honestly can't remember what it does besides scroll the radio channels, but the arrows on the steering wheel will change songs for most apps via bluetooth I think. Spotify and Pandora for sure.
