wgdc high ?

been fighting high wgdc for a few months now and im at a loss .
I have replaced all vac lines ,vac canister's ,boost solenoid's,diverter valves,and pulled all cold side connections and reinstalled to make sure all is perfect.

so am I correct that DC should be at its highest when at idle along with on set of wot or spooling up ? if this is correct how can you have higher DC than say what you see at idle ? does this indicate a hardware issue rather than a vacuum issue ? just trying to wrap my head around this from my understanding on how the wastegates operate I should theoretically be correct ?
anyone have high DC and done the above and then found the problem other than these ? or did it ultimately end up being a hardware issue ?
