Maco and training fees

I quess these fees are another reason to do European Delivery. None of these fees are added to the deal, I guess the "BMW adds this to the invoice" is not always true. Training, Advertising are cost of doing business and the tagging the customer is just another way of increasing dealer profit.

So does BMWNA actually charge the dealer the MACO and training fee per car? I mean to say that MACO aka advertising fee is added sounds a bid absurd as why not add a rent fee for the dealership, utilities, etc...?
