Is this worn through clear coat?

I've had these marks on my boot lip spoiler for a while and I was hoping to try and get rid of them but I think the clear coat has been sanded too far. Am I looking at a respray/replacement? I have touch up paint and clear coat pen and a bottle too.

Those little grey spots are clear coat bubbles somehow. They just appeared a few weeks ago out of the blue. I've had the car for 18 months or so and no paint work done on the lip.

Yup, through the clear. The base will start oxidizing as soon as clear is gone. Needs to be primed or sealed and recolored/clear. The primer/sealer is required to seal the edge of clear. Usually the best bet is prime and sand to prevent a ring showing.

Never polish or sand near any edges. So easy to go through.
