Is there a software that can create a popcorn limiter?

Update - Just realised Winols can, editing in plain binary looks daunting.. I was hoping for a nice little GUI and just changing 4000rpm to 3800 and be done with it

I was also wondering, what's different in your Patched standard tools compared to other versions?

What's the fix for CIC bootloader? Tried to flash 0A but it Winkfp keeps crashing or not responding... i tried to flash 63 and 62 no problem after the crash of 0A but still won't flash it. Help!
