Replacing lights/arm holder - where does support bracket attach?

I had a low speed front fender bender and was left with lots of broken plastic and needing two new headlights. I have all the parts installed but cant determine where the left and right support brackets mount (p/n 51647019777/8). Where the front side of this bracket mounts to the headlight holder is straight forward. What i can't figure out is where the rear-ward side u-shaped (faces up on real oem) of the bracket mounts.
