Xenon Headlight intermittently works Also replace entire assemble or..??

Some days I have a working headlight other days it doesn't work. I'm assuming since the bulb works some days it's the ballast...?? Can anyone else confirm or suggest otherwise..??
As a side note to the main question. It's time to buff out my lenses and the motor that swivels lights shorted long ago from poor housing seal. Perhaps it's time to get new headlight assemblies any suggestions comments etc..??

Did you swap bulbs to the other light to see if the problem persisted?
