Wheel pic: Is this normal winter rust?

From a 2007.... is this normal rust for the mid atlantic area? Seller says all cars locally have it after awhile.

That's caked on brake dust that will be tough to fully remove. IronX type cleaner, plus lots of agitation.

As others have said, that's mostly brake dust. We don't have a lot of rust issues here of any kind. We do have nice road salt that corrodes, but because of how little snow we get, it's not as damaging cause it's only applied a handful of times a year.

Yup and the dust looks very orange which could mean somebody hasn’t been cleaning it off or they let the car sit and the rotors got all rusty which got scrubbed off on the first drive.

Yuh.. I'd double check the maintenance on the car if the rims are that dirty and the person doesn't even know why.

They're painted rims and even if you curb the rim and chip the paint, they don't rust orange like that, they're not steelies.
