car over heated

i searched around and couldnt find much so i hope im not double posting something.
I was driving on the hwy and notticed the car said its over heating and to pull over safely, when i did i notticed the coolant must have over spilled out.
my fan isnt working now at idle but is working with a/c (obviously)
so im not sure if i need a new fan or is this water pump issue, is there a way to test what is wrong?
car is stock and has about 170000km
please help i asked pricing on a fan from parkview and its about 840 so i dont want to change the wrong part

Get your codes read. Odds are, with your mileage, the waterpump went TU, or is on its way.
