Need help to understand Bilstein "permissible adjustment " coilover

Hello

Just a little question as I've never had or installed coils before. Everything seems to be easy and straightforward for my knowledge but there is just this one little thing I am unsure to understand as per the manual.

Here are the picture and specs they tell you to set it to.





Does this mean the locking collars can only be set to the specified millimeter range based on the arrow they show you in the manual?
