Bmw seems pretty nice about it.
I read a post on another forums of a guy who got ratted out by his dealership(vw) for no cats. 5000$ fine

Rant:

Its funny how the US and Canadian governments make such a big deal with the passanger car emissions testing when all it is is a money grab like most other regulations. If either one of our governments actually cared about emissions instead of the revenue generated from the testing and fines they hand out for moddified or older cars, they would require trucks, buses and commercial vehicles to pass emissions testing as well (which they don't have to do).
