What is this? It’s located under the intake manifold.

PCV Heater. It lights your car on fire if it fails. We're on a third recall, although instead of replacing the heater, they're adding an inline fuse.

Is that all the recall is? Why is there a new part number for the pcv heater then?

It is the EVAP cannister purge solenoid.

The PCV heater is a completely separate thing located inside the vent valve and not visible unless you take the thing apart. But the short wire coming off of the vent valve is the heater wire.
