IL State Law Change - Rear Seat Belts

Starting Jan 01, 2012, a new state law takes into effect requiring seat belts to be fastened for all passengers INCLUDING rear seat occupants.

I've seen people on other forums complaining about this.

...not in Chicago! A week after IL allowed 35% tint, the city of Chicago leveraged it's "home rule" right provisioned in IL state constitution and declared all tint illegal in the City limits. The fine went from $50 to $250. Greedy bastards!

About as stupid as no cell use within the city limits, right? Something about Bluetooth headsets? But once outside of the city, you can use the cell?

The law should be the same everywhere within the state. I'm against cell phone use in the car unless it is handsfree, but these different county laws are stupid. As a former Illini, I'm glad that I left the state.
