If you ask me the opposite is acceptable new pads on old rotors but not the new rotors old pads.
+ 1 plus for the cost of new rotors it's worth spending a little more to have fresh pads that are going to bed in and evenly wear.

With brakes that are vibrating it's usually from pad material being left on the rotor. They could be wearing unevenly or even glazed, depending on the actual issue.

I personally just replace it all when it comes to vibrating brakes. I'm a bit OCD when it comes to having a fresh rotors pads and fluid at the same time.
