An easy way to diagnose is switching bulbs, see if the problem persists on the other side. Then switch igniters (attaches to back of bulb) and perform same procedure. Then do the ballasts.
Thank you. Where is this thing located?

low beam igniter on the left side was shot. Don't know if igniter and ballast are the same but the both were about $200. my Indy invoice says low beam igniter replaced.

Interesting comment from my highly competent Indy in Berkeley. That is my 2010 has LED taillights that BMW knows are defective and will only charge $165 in parts to replace both taillight assemblies. Given the rear brake light error codes I have been throwing since I owned the car I will be doing this.

Chief, ballast and igniter are two different things on our cars. Igniter and bulb are integrated together into a D1S bulb. So if your Indy has replaced the igniter only that means that they just replaced the bulb for 200 and that is s bit on a steep side. Sorry.

Also, rear tails have LEDs only in parking strips and turn signals. If you are getting codes for burnt brake lights you can replace them in 5 min yourself at a cost of new incandescent bulbs. If you are getting codes with good bulbs you need to adjust the socket contacts to be tighter.

The Indy, who is now suspect said both entire tail light assembly units swapped out for 165 total parts.

I think just in low beam.

At this point a video of your flicker would help.

Re-read post #27. Appears to be a D1S change out. Be advised that its best to change out the D1S bulbs in pairs. Our cars are 9+ years old and even if the bulbs still work, their output is greatly diminished. Don't buy counterfeit bulbs from ebay, etc. Go buy a quality set of Philips or Osram from ligit vendor such as theretrofitsource . I'm not saying Ebay is fraudulent but that if you see add for "genuine Philips D1S bulbs" for $60, you better rethink buying them.

I'd do the lights myself but I'm afraid it may have to find out if it's the ballast o

I'm not sure how to find Post Number 27 do I just count 27 posts from this thread? And from my extensive research with even the brights flickering it appears to be the ballast. But I greatly appreciate your reply and recommendation for headlights but may I ask how much those bulbs cost? If I had the money I'd like to put some custom colored Angel Eyes on it but that will have to wait because I just purchased this car and my unemployment got shut off for a multiple weeks if not indefinitely if I can't resolve the issue in my claim which I should be able to but with my luck I don't know. But thanks again buddy
