ABS Brake and Slip light are on!

hey guys, ABS Brake and Slip light are on as the title says, i changed the passenger rear abs speed sensor 3 times now, and my computer still isnt picking up any signals from it. What would the next step be? Replacing the Wheel hub bearing or the axle? I believe the receiver that reads the sensor at this point has malfunctioned or the ring is just shot or nonexistent so the sensor cant communicate. not sure what exactly needs to be replaced though. one mechanic told me its my axle, other one tells me its hub bearing... dont want to go throwing money blindly so any info would help. thanks.
