Weird steering issue?

Hey guys,

I noticed my steering was weird (felt like there was an air in the power steering) so I checked the level and noticed that it was low.

So then I bought a can of CHF 11s. Suctioned out all the fluid from the reservoir, then locked the wheels left and right, suctioned out more. Then filled it to max with fresh CFH 11s.

However, the same symptoms are present. Whenever I turn the steering wheel to 2 oclock , 5 oclock, 7 oclock and 11 oclock, I feel some sort of a resistance.

I don't think it's the pump since the pump isn't making any whining/ groaning sound.
What do you guys think the issue is?
