What to do about white scaly bits on plastic trim?

I've been tidying up under the hood and the nooks and crannies. I found these white spots that look like soap scum or water scale on the black plastic trim under the windshield.

I tried to just rub it off with a cloth and some elbow grease, also tried a mild cleaner and neither worked.

Was wondering what this stuff is and how I could clean it.

My other idea was to use a product like Forever Black which is basically just a black dye.

Did you ever think of using Magic eraser?

magic eraser worked somewhat. it's basically a polishing/sanding type device. it dulled the plastic and made a bit of a smear effect on it but it's less noticeable than the smattering of water scale

Ok so i purchased Intercooler from this Guy and Today I Installed it to find out intercooler was broken ,bottom plastic on intercooler is cracked and it looks like old crack. im shore it didnt happen in shipping. also it was poorly packaged.
I contacted Him for refund he wouldn't give it to me tells me to patch it up.
how many of you would use patched up repaired intercooler.?

I dont need full refund asked him to give me whats left after intercooler was shipped. No.

So this Seller is Scamer,,,,, Buyers Beware....

I already said I tried all purpose cleaner. The eraser worked well enough for now though. I'm not too picky about it.

here is the item i received look at the crack you can see its old crack oil all over it. this wasn't damaged by freight company its shipped this way.

i need refund.
