Coilover assembly error?

I bought a set of used BC coilovers and disassemble the fronts. I replaced the top mounts and upper spring seats.
Once I put everything back together the top mount can be spun freely. Is this normal?

You mean the part that gets bolted to the car, but allows the suspension and wheel to turn with the steering?
