Broken Bolt Head on Coolant Flange

So on Wednesday I found out my cyl head to thermostat coolant hose was corroding from the inside out (it popped off and all my coolant went bye bye). I got it towed home and bought a Rein Aluminum upgrade hose, come Friday I start the procedure and get to the point of getting the new hose connected to the thermostat. However, upon trying to put the aluminum flange on I overtightened and broke the bolt head off. Upon today I took out the fan and started to drill into the bolt with no luck so far, my extractor wont bite, and I am concerned I’m drilling into threads. Any advice would be great. Attached is current state of the bolt.

P.S. Yes I also realized I did not take the old O ring off previously and that might be part of my distress
