fade whistling Kettle sound

I notice my car makes this noise at slow speed (20 -40MPH). The noise occurs to be less frequent after driving awhile. I don't know where it comes from and what causes it? Any suggestion?

I replaced the PCV, noise still there. Then, I replaced the valve cover, noise still there. The noise occurs only at low speed. If idle, you can rev it up to redline, and no noise.

The valve cover noise occurs all the time even at idle. Mine occurs between 20 - 40 MPH. It sounds like whistling.
