Man, it's just a drain bolt. Just because BMW publishes a torque spec doesn't mean you have to throw a torque wrench at it.

I'd also start with the vice grips, but another option for an exposed bolt like that is to take a small chisel and hit along the edge of it. You want to try to hit it along the tangent to the circle of the bolt head, making it want to spin. A few good hits will usually get it moving.

eventually you'll learn what's important, and what's just fine to torque without.

all the drain plug has to do is literally not come out.
