Best two mods that will transform the feel of your car for under $100!
+1 for the clutch stop. Best mod for the money if you ask me. Combine that with the CDV delete and it totally transforms how the car drives.

Subbing. Always love cheap mods! Angel eyes and tinted side markers are a great start for anyone. If you have any scrapes on your wheels, I'd also highly recommend a wheel repair kit.

Here's another one guys. Changing the Roundels if you have the early version. Not only are the newer version all metal (no plastic border) with a 1/8" larger Roundel but they are convex and in general a nice quick upgrade.

Convert interior lights to LED - $75 - looks so much better with the white light.

Bimmian aluminum weighted shift knob - $55 - very good weight and has an orange LED light that lights up to match the dash lights. For M/T.

Pro-clip BMW mount + holder for GPS device (for those without factory navigation) - $60.

Black kidney grills ~$60

Currently trying to figure out how to black out the chrome trim around the windows (on the convertible), hoping that's under $100 too...

Things from this category always seem to be some of my first few mods. Besides price I think it's because since it's usually a DIY, chance to learn something new but also being impatient for the car to not look like every other one on the street that's the same model.

So far on the e90 I've only done:

DIY Interior trim wrap-Brushed graphite/gunmetal- 5' x 5' Vvivid vinyl- about $40 (plenty extra, just in case)
DIY "Redout" overlay on the reverse light (left small slit white)-$5 Vinyl off Ebay
DIY Gauge mount for boost gauge where ashtray was- $10 in materials
DIY black out grills
5000k hid bulbs-$25 on sale from TheRetrofitSource (TRS)
LED angel eyes- Amazon $45

plan to do:
DIY black window trim (not sure what method yet)
maybe clutch stop
DIY paint brake calipers

How did you black out your grills? Paint, wrap, plastidip, other?

Also, clutch stop is an easy and effective mod to do!

Your first two mods listed are the next two I'm hoping to do!

DIY Stock blow off valve mod - $10
1. Remove hoses from BOVs and intake
2. Cap intake. 1" hoses, caps, and clamps

DIY cowl delete- $FREE to $50 if you get the BMS filters

DIY disable exhaust flapper- $FREE
Simply disconnect connector to actuator in trunk

DIY disable E92/E93 seat belt helper arms -$FREE
Remove fuse 25 or 30 in glovebox depending on model. Mine was fuse 30.
The arms never caught the belts, so it was pointless to have them on.

Up... Now that we are a few years later there should be more stuff in here. I personally have lost track of everything I've done over the past few years.
