handbrake adjustment question (service lock position)

Hey guys,

Just going through some diy's on handbrake adjustments and i see that you have to compress the spring located underneath the handbrake lever to release the tension off the cables. The thing i dont understand is that when the leaver in all the way down isn't the tension already off the cables?

Can someone explain to me if this is actually necessary and why? I just can't understand why compressing this spring would release more tension if the lever is already down...
