Boost mid/full throttle w/ logs

I've been chasing an underboost issue for a few weeks. I always felt like my car pulled better at lower rpms so I took a few logs to comfirm. At 50 to 60% throttle I hit full boost up to 15psi. At full throttle I run 2 to 3psi below target. Is there any common reason for this?

No boost leaks
No vacuum leaks
Mhd stage 2+
