"Ricers" are Jap cars which are deludedly modified.

Found pictures of my first BMW (a 1995 318i) on the internet. I last had the car in 2008 and sold it after the front end was destroyed in a head on collision with a drunk driver.
Sold it to a dude in the Bronx who fixed it up and sold it to a family in Mahopac, NY. The car seems to went thru a few family members before ending up in Tomkins Cove NY.

It appears the most recent owner was trying to sell what you see in these Craiglists pictures below (I have no clue why there is a dixie coffee cup over the tail pipe):
