The inner lights are not supposed to activate under regular braking conditions. They are part of what BMW call Brake Force Display, which activates these inside lights to warn drivers behind you when you are applying a large amount of braking force. There is a specified deceleration threshold that dictates when they are activated.

While it would be possible to code them to activate during regular braking, I wouldn’t recommend it.

AFAIK only U.S. models got the inner brake light illuminating under any circumstance. You can code the inners to illuminate with NCS Expert easily. I coded my friends' E90 to illuminate the rear fog lights, and both inner and outer to illuminate with braking. Its so bright. I can upload his frm2 if you want.

As far as I know, BFD is applicable to all markets. So US cars, Canadian cars, European cars should all be the same in this regard.

I’d think twice before coding your rear fog lights (same lights used for BFD, btw...) to function as regular brake lights. Have you ever been caught behind a vehicle (usually an Audi where I live) with its rear fogs illuminated on a clear night? It’s astonishingly annoying and hard on the eyes for other drivers.

Definitely do as you please, but I’d check and make sure whatever you end up doing isn’t exceedingly bright for normal use.

In terms of the coding options, I don’t know offhand unfortunately. Are you using NCS Dummy? If not, I’d suggest getting a copy as it’ll make translating the various coding options much much easier
