Bi-xenon to eBay halogen high beams not working

Just wondering if there's a way to code my headlights to where the high beams will actually stay on when I push the stalk forward. I had the adaptive xenons but one of them stopped working so I opted to go with the cheaper option which are the eBay halogen head lights that everyone has. I've heard there is a way to code xenons to halogen where I can use the high beam function permanently. The only way they turn on is if I push and hold the stalk forward and even then, they don't really act as high beams. Thanks in advance and sorry if it's been discussed but I've looked everywhere and can't find any info on this.
