How can I remove touchup paint?

My car's previous owner tried to use touch-up paint on a few spots, but didn't do a very good job (globby and not the right shade of red).

I'm pretty sure I could touch up the original damage, but I'm not sure how to remove the previous attempts to fix it. I've considered paint thinner or nail polish remover, but I have no idea if those will just make things worse.

Any suggestions?

Correct.

The raised blobs would have to be carefully sanded, and then retouched up.

If you want to make it look like new, just take it to a body shop and have them truly fix them by sanding down, filling them, and then repainting the panel.

Another solution I've tried is the Langka blob remover. It's tricky to really use well but if you're afraid of damaging things by sanding it works reasonably well. I've gotten some decent results with it.

A very sharp razor blade held perpendicular to panel and used to scrape the high spots down. This technique is used with clear coat runs also. When the blob is flat you will start to scratch surrounding area and stop. Sand with P1500 and buff.

This: http://www.rshughes.com/p/3M-Scotch-.../021200_61176/ will yank it right out. And I'm not kidding. I had small touch up paint spots on the hood from rock chips and that tape took them right out. I had left the tape on the car for 4 days.
