Offsets, Tire Sizes, and Wheel widths

I know this will probably get moved, but since this forum gets a lot more traffic, and its about how a car looks, ill post here first.

My question is as follows:

Is it mostly the offset and tire width that determines if a tire will rub with the fender?

For example:

If I'm currently running a rear wheel in 18x9.5 +30 offset, and a 275/35 tire.

Than a 18x10.5 wheel with +30 offset and the same 275/35 tire shouldn't rub either right?

In fact the 18x10.5 wheel/tire combo might have more clearance with the fender because of the slightly (more) stretched tire?

No, the wheel and thereby the stretched tire will by closer to the fender because the wheel is wider, half an inch on the fender side.

While, true.

Doesn't the rubbing usually occur towards the tops of the tires, and not where the wheel/tire meet. (unless you're slammed i guess)
