Electrical or Starter?

I have a 2007 335xi that doesn't start even with jumper cables. The car always remains "off", and by the time I open my door manually, it boots up with power back to my car. Upon trying to start my car I can get the dash lights, but as soon as I press the ignition it just clicks once and my car power dies. It reboots with the windshield wipers moving uncontrollably. It has the same symptoms of a bad starter, but my car shuts off.

Does anyone have any guidance to what the issue could be? I've tried scanning it with a obd scanner but no codes pop up.
