Headlight control module / frm

I recently replaced a bi xenon headlight bulb but apparently something didn't seal right...water got inside the headlight unit and the bulb went out. I assumed the water just shorted the bulb. However, when I took the car in to a reputable Indy shop, they said the bulb was fine and my headlight control module had shorted out.
After that was replaced the headlight still didn't work. They did lots of module and wire testing and found that a wire going to the headlight control module from the foot relay module had no power. Now they've replaced the FRM as well and have programmed it multiple times.

They claim you can't program a specific module and have to do all of them, which takes longer.

I'm in over $1k just to get a xenon bulb to work.

I understand water and electronics don't mix, but does any of this sound legitimate??

A shop that knows what they are doing does not need to program the entire car. Single modules can be flashed with Expert Mode in ISTA /P or WinKFP.

I took my x3 to the dealer for an adaptive headlight malfunction . The bulb was not working, they swapped bulbs , still not working, replaced the module and removed errors. Approx $600 for part $400 labor.
