Do you not want PDC or is it just the bumper you want doesn't come with PDC holes?

You can have the holes drilled in if it's the latter. If you're getting an OEM bumper, they all have the outline of the PDC holes on the back already so you know where to drill.

If you don't want the PDC you can disconnect the sensors at the box. Not sure if you will get an error or not, but you can have the front PDC option coded out if that's the case.
