rotor won't spin

i recently replaced my hub and wheel bearing on 2008 328i and the hub spins fine but once i put the rotor on it just sticks and won’t move anymore. only when the rotors off does it spin freely

If it’s the parking brake hitting the inside of the rotor (with the brake off), causing the rotor to freeze, just adjust it with the toothed wheel connecting the shoes. It’s what the little hole in the rotor hat is for.

Yeah I'd guess that too. It's easy to install the parking brake parts incorrectly or tweak the adjustment when doing the rear wheel bearing because it all has to come apart to replace the wheel bearing. I replaced my rear wheel bearing a while back and I ended up not re-installing the parking brake for the time because the old parts were near the end of their life.
